Da Nang Promotes Strategic Cooperation in the U.S.: Towards a Modern International Financial Center

In an effort to realize the goal of transforming Da Nang into a new growth pole for finance and technology, the city’s leadership delegation conducted a series of important investment promotion activities in the United States. Direct working sessions with leading technology corporations and law firms have raised high expectations for attracting international resources into the digital financial ecosystem.
On March 26, in addition to attending receptions chaired by the Standing Deputy Prime Minister with the advisory group on the International Financial Center, the Mayor of San Francisco, Protiviti, and Half..., the Da Nang city leadership delegation held working sessions with Outlander Capital and the Martin Davis Law Firm.
The delegation working with Mr. David Otto, Founder and CEO of Martin Davis.During the meeting, Mr. Ho Ky Minh, Vice Chairman of the City People's Committee and Chairman of the Executive Agency for the Viet Nam International Financial Center in Da Nang City, discussed with Mr. David Otto, Founder and CEO of Martin Davis, cooperation regarding the tokenization of real-world assets, carbon credit exchanges, and digital asset trading platforms.
The delegation representatives also discussed with Mr. Les Ware, Founder and CEO of Outlander Capital, investment incentive policies for the Da Nang VIFC, sandbox mechanisms (experimental regulatory frameworks), and the possibility of leveraging Outlander Capital’s international network to attract investors in real estate, transport infrastructure, and tourism-services to participate in projects in Da Nang specifically and Viet Nam in general.
Expanding Visions for AI Technology and Green Growth
On March 27, 2026, the delegation participated in working sessions of the Standing Deputy Prime Minister with the Special Envoy of the Governor of Oregon, the CEO of East West Bank, the California State Treasurer, OKX, and Blue Evolution.
The city delegation presenting a souvenir to Ms. Hong Fang, President of OKX.Ms. Hong Fang, President of OKX, highly appreciated Viet Nam's orientation toward building an International Financial Center that is modern, transparent, and linked to digital finance and innovation. Both sides exchanged views on the potential for cooperation in developing financial-technology infrastructure, sharing international experience, and researching operational models suited to Viet Nam's conditions. The Vietnamese side reaffirmed its commitment to building a competitive investment environment, applying superior incentive policies, and protecting the legal rights and interests of investors, thereby creating favorable conditions for international enterprises to participate more deeply in the formation of the digital financial ecosystem in Viet Nam.

Direct dialogues with American policymakers and business leaders not only help the city refine its experimental legal framework but also create a solid foundation for Da Nang to soon become an attractive destination for global technology and financial capital.
