Da Nang Advances Dialogue on Financial Instruments Policies and Development

Da Nang, 7 September 2026 – The Executive Agency of the Viet Nam International Financial Centre in Da Nang City (VIFC-DN), in collaboration with the International Finance Corporation (IFC), a member of the World Bank Group, launched a five-day conference on policy dialogue and the development of modern financial instruments.
The conference brings together policymakers, academics, financial experts, legal advisers and representatives from financial institutions to exchange international experience and explore policy solutions supporting the development of Viet Nam’s International Financial Centre.
Mr. Ho Ky Minh, Standing Vice Chairman of the Da Nang People’s Committee and Chairman of the VIFC-DN Executive Agency, delivered the opening remarks.
He emphasised that the conference provides an important platform for exchanging knowledge, sharing international experience and generating practical recommendations to support the continued development of the policy and regulatory framework for Viet Nam’s International Financial Centre.
According to Mr. Minh, developing an international financial centre in Da Nang is not only a strategic initiative for the city, but also an important contribution to strengthening Viet Nam’s competitiveness and deeper integration into the global economy.
A key priority is therefore to enhance understanding among government agencies and the business community of innovative financial products and instruments, while developing an enabling regulatory framework aligned with international practices.
Exploring the Next Generation of Financial Instruments
Running from 7 to 11 September 2026, the programme features in-depth discussions across several areas shaping the future of global finance.
On private investment funds, public investment funds and international finance, participants are examining legal structures, operating models, capital mobilisation and allocation mechanisms. The discussions are intended to identify practical approaches to attracting and connecting international capital with opportunities in Viet Nam and VIFC-DN.
The programme also addresses secured transactions and emerging forms of collateral, including capital call rights, carbon credits, real-world asset tokenisation, AI data centres and other emerging asset classes. These discussions aim to identify policy considerations required to support innovation while responding to evolving market needs.

In supply chain finance and commodity transactions, experts are exploring supply chain financing structures, warehouse receipts, logistics, payment mechanisms and technology platforms, with a focus on facilitating trade and strengthening cross-border supply chain connectivity.
Building a Competitive and Internationally Connected Financial Centre
The conference brings together professors, experts and speakers from Viet Nam and abroad, including representatives from the University of Washington, IFC, financial institutions and legal advisory organisations.

Through these exchanges, VIFC-DN expects to gain new perspectives, practical insights and actionable recommendations that can contribute to building a modern, competitive and internationally aligned financial centre, while remaining responsive to Viet Nam’s specific economic and market conditions.
Concluding his remarks, Mr. Minh expressed his appreciation to IFC, participating organisations and experts for their cooperation in organising the conference. He also expressed confidence that the discussions and recommendations generated during the programme would make a meaningful contribution to the development of policies for Viet Nam’s International Financial Centre in Da Nang.
