VIFC has been implemented pursuant to Resolution No. 222/2025/QH15 dated June 27, 2025, of the National Assembly on the International Financial Center. In addition, the Government has issued 08 Decrees regarding the establishment of VIFC and the specifications of the foundational legal framework regulating activities within VIFC across finance, banking, foreign exchange management, anti-money laundering, labor, residence, dispute resolution, and other relevant sectors.
The VIFC legal framework is designed to be a specialized mechanism aimed at facilitating favorable conditions, providing appropriate mechanisms, streamlined procedures, and focused preferential policies for financial institutions, fintech enterprises, investors, and supporting service providers within VIFC. This framework simultaneously ensures consistency with Viet Nam’s legal system and compliance with international law.
VIFC’s specific legislative system reflects Viet Nam's policy commitment to developing a reputable and transparent International Financial Center operating in line with advanced international standards, and ensuring a diverse, safe, stable, and sustainable investment and business ecosystem for all investors, enterprises and organizations operating within the VIFC.
