VIFC-DN Expands Cooperation with Leading UK Financial Institutions, Advancing Connectivity for the Development of Viet Nam International Financial Centre

As part of its working mission to the United Kingdom from July 4–8, the delegation from the Viet Nam International Financial Centre in Da Nang (VIFC-DN) conducted a series of engagements with leading UK regulators, financial institutions, universities, and fintech enterprises.

The mission not only promoted VIFC-DN’s vision and development orientation but also opened up strategic collaboration opportunities across legal frameworks, fintech, green finance, carbon markets, financial market infrastructure, and commodity exchanges.

Kicking off the program on July 6, the VIFC-DN delegation met with The Rt Hon Sir Richard Snowden, Justice of the UK Supreme Court; Andrew Oldland KC, Chair of TheCityUK’s International Financial Centres (IFC) Working Group; and The Rt Hon Sir Robin Knowles CBE, Judge of the High Court of England and Wales and a member of the Standing International Forum of Commercial Courts. Discussions focused on the Common Law system, the model of specialized courts supporting international financial centres, and the UK’s experience in building legal frameworks and dispute resolution mechanisms to foster the development of IFCs. These insights provide valuable references for VIFC-DN in strengthening its institutional and legal environment.

On the same day, the delegation held a working session with the UK Financial Conduct Authority (FCA), the independent regulator overseeing financial markets and the conduct of financial institutions. The discussions covered regulatory experience related to commodity exchanges, payment systems, and digital assets, as well as risk-based supervisory approaches and modern regulatory models that support innovation while ensuring market transparency and stability.

At a roundtable hosted by Bayes Business School, VIFC-DN introduced to leading UK financial institutions, fintech companies, and academic institutions its development context, strategic direction, and priority sectors. Through meetings and side discussions, the delegation engaged with senior representatives from major fintech firms such as Revolut, Ozone API, Quantexa, Open Banking Ltd, Sumsub, and iProov to better understand international business needs and to present investment and collaboration opportunities in Viet Nam. Notably, Revolut—one of the UK’s leading fintech companies—expressed strong interest in the Viet Nam ese market, opening promising prospects for future cooperation.

On July 7, the delegation participated in a green finance workshop hosted by KPMG titled “Greening International Financial Centres: Global Best Practice & Capital Mobilisation.” The delegation exchanged insights with international experts from Ninety One, the Climate Bonds Initiative, IIGCC, UK PACT, and the Glasgow Financial Alliance for Net Zero (GFANZ) on mobilizing green capital, developing green financial centres, and building carbon finance ecosystems aligned with international standards. These experiences will serve as key references for the development of VIFC-DN’s green finance ecosystem and carbon trading centre.

Also on July 7, the delegation joined discussions with the Bank of England on payments, climate change, and sustainable development. The delegation engaged directly with experts on approaches to piloting fintech products in payments through regulatory sandbox mechanisms, as well as balancing innovation with risk management in the financial sector.

On July 8, the delegation attended a roundtable on financial market infrastructure and trade finance organized by Boston Consulting Group (BCG). On the sidelines, the delegation met with Mr. Hirander Misra, Chairman and CEO of ZERO13 under Global Markets Exchange Group—an international institution with extensive experience in capital market infrastructure, commodity trading, and carbon markets. Both sides agreed to hold a follow-up virtual meeting to further explore collaboration opportunities in developing a carbon finance ecosystem at VIFC-DN, advising on carbon projects, and connecting carbon credit trading with international exchanges.

On the same day, the delegation visited and worked with the London Metal Exchange (LME)—the world’s leading industrial metals exchange. Discussions with Mr. Barry Corbett, Global Head of Client Development and Head of Institutional Client Sales at LME, focused on best practices in commodity exchange development, market operations, and potential areas of cooperation between LME and VIFC-DN. Both sides are expected to continue discussions through upcoming virtual meetings to explore specific collaboration initiatives.

The mission to the United Kingdom has significantly strengthened VIFC-DN’s connectivity with global regulators, financial institutions, and leading enterprises, while reaffirming its commitment to development in line with international standards. Beyond gaining insights from established financial centres, the mission also lays a strong foundation for attracting strategic partners, investors, and international organizations to accompany VIFC-DN in building a modern, transparent, innovative, and globally connected International Financial Centre for Viet Nam .
