Viet Nam International Financial Centre in Da Nang City: Building a Brand, Elevating Its Standing

The establishment and operation of the Viet Nam International Financial Centre in Da Nang City (VIFC-DN) not only create new momentum for urban economic development, enhance competitiveness and international integration, but also affirm Da Nang’s consistent, long-term vision in its sustainable development strategy, making a practical contribution to the country’s overall development goals in the new phase.

Building a Brand, Elevating Standing
 
At the beginning of 2026, Da Nang officially put the Viet Nam International Financial Centre in Da Nang City (VIFC-DN) into operation, marking a strategically significant milestone in the city’s development journey. This event represents an important step in concretising the policy of developing Da Nang into a major socio-economic hub of the country and the region, with a spillover effect and a leading role in driving growth.

VIFC-DN is expected to become an important “launching pad,” creating new development space for the city, contributing to the enhancement of national competitiveness, and gradually affirming Viet Nam’s position in the regional and international financial networks.

The People’s Committee of Da Nang City has recently submitted a document to the Ministry of Finance regarding the implementation of the strategy for developing the Viet Nam International Financial Centre in Da Nang City.

Specifically, Da Nang has identified the need to clearly position VIFC-DN on the global map of financial centres as a destination for financial innovation and sustainable development, while gradually building and consolidating its reputation for transparency, safety, and efficiency of the city’s financial environment in the perception of the international investor community.

Da Nang will study and engage international consultants to develop a core brand identity for VIFC-DN. The brand identity will be reflected through a logo, visual identity system, and slogan. The city will continue to strengthen international promotion of its high quality of life, safe environment, distinctive cultural identity, and friendliness, ensuring consistent integration across all promotional materials for VIFC-DN.

Da Nang will build a favourable, stable business environment in line with international standards, designing all business licensing procedures within VIFC-DN in a streamlined, rational manner and avoiding duplication. Each type of financial service will be supported by a clear and publicly disclosed procedural guideline. The objective is to shorten the average licensing time for procedures conducted within VIFC-DN, achieving a reduction of 30–50 per cent compared to standard procedures.
 

Currently, 10 enterprises are participating in VIFC-DN.

The city will proactively host international conferences and forums on finance, fintech, and green investment in Da Nang, in coordination with central ministries and agencies, including international conferences on sustainable finance and international fintech competitions. Efforts will be made to invite reputable international organisations such as the World Economic Forum and global green finance councils to select Da Nang as a venue for major events.

Da Nang will intensify the establishment of global strategic partnerships, signing memoranda of understanding (MoUs) between VIFC-DN and reputable financial centres or financial institutions. At the same time, VIFC-DN will soon register to join global financial centre networks to enhance exchanges and learning.

The city will collect data and work with organisations such as Z/Yen (the compiler of the Global Financial Centres Index – GFCI) so that VIFC-DN can be included in global financial centre rankings at an early stage. By 2030, Da Nang aims to be listed in the GFCI, ranking among the leading emerging financial centres, thereby gaining broad recognition from the global financial community.

Mr. Dang Dinh Duc, Standing Vice Chairman of the VIFC-DN Executive Agency, stated that in terms of vision, VIFC-DN aims to become a key hub for digital financial experimentation and transactions within the Asia-Pacific network of financial centres, specialising in asset digitalisation and the provision of green finance solutions and next-generation supply chain financing.

The development goal of VIFC-DN is to become an innovation-oriented, green and sustainable international financial centre, operating safely and efficiently, playing an important role in mobilising and allocating financial resources for socio-economic development and regional financial integration.

Da Nang has set a target that by 2030, VIFC-DN will achieve stable operations with more than 100 registered and recognised members, partial self-financing of recurrent expenditures, the launch of three sandbox programmes, the issuance of the first green bond, and the establishment of official partnerships with at least five international financial centres worldwide.

Strong Commitment from Da Nang

Mr. Le Ngoc Quang, Member of the Party Central Committee and Secretary of the Da Nang City Party Committee, emphasised that within the country’s overall development strategy, Da Nang has been identified by the Central Government as a key growth driver for the Central Highlands–Central Coast region and an important growth pole for the nation.

This role was clearly affirmed in Politburo Resolution No. 43 dated 24 January 2019, and further concretised and elevated by Politburo Conclusion No. 79 dated 13 May 2024, opening a new development phase that requires breakthroughs in institutional reform, stronger leadership and regional spillover effects, reflecting the Central Government’s great trust and expectations for Da Nang as the country prepares for the 14th National Party Congress term.

On that basis, the National Assembly promulgated Resolution No. 136 dated 26 June 2024, further refined by Resolution No. 259 dated 11 December 2025, creating an important legal framework enabling Da Nang to be more proactive, autonomous, and innovative in its development.

These milestones are of special significance, creating favourable conditions for Da Nang to form and develop new models such as the international financial centre and the free trade zone, attract high-quality investment, promote innovation, and elevate the city’s standing within the national and regional urban network.

Mr. Ho Ky Minh, Standing Vice Chairman of the Da Nang City People’s Committee and Chairman of the VIFC-DN Executive Agency, affirmed that based on initial results achieved and the requirements ahead, the Executive Agency is committed to focusing on the effective implementation of several key orientations and tasks.

“The VIFC-DN Executive Agency is committed to acting decisively and responsibly, directly overseeing the serious and effective implementation of the Central Government’s and the city’s plans and action programmes related to the construction and development of VIFC-DN,” Mr. Ho Ky Minh said.

Da Nang remains steadfast in its objective of operating VIFC-DN in accordance with international standards, ensuring compliance with Vietnamese law, transparency, and systemic safety, while maintaining flexibility within the framework of special mechanisms and policies authorised by the National Assembly and the Government.

The city will build a streamlined, professional and integrity-based governance apparatus, with a strong focus on attracting high-quality human resources in finance, technology and legal fields; enhancing learning from advanced international financial centres; and fostering a modern, efficient and responsible working culture.

Placing investors, financial institutions and the market at the centre of service delivery, Da Nang will proactively connect and expand international cooperation, actively engaging with financial institutions, investment funds and advisory organisations at home and abroad to understand business needs, concerns and areas of readiness for participation.
